The Board of Supervisors unanimously passed the resolution allowing the CHP to restrict travel or close County highways due to snow. The County already has the authority to close the roads; this resolution gives the CHP the authority to do so as well.

The Chamber of Commerce welcomes visitors and we want all our local businesses to do well in the winter (and year-round!) But there must be common sense measures in place.

If you are a local resident, be sure to carry proof of residence in the event of a road closure.  If your driver's license does not show your local address, carry a utility bill with your service address in your car.

As our residents know, the Mountain Communities received a nice snowfall on Christmas weekend and New Years weekend which led to an unprecedented number of snow play visitors.

Public safety concerns mounted quickly as visitors were observed stopping on the I-5 and letting children out to play, people were walking in the streets in front of vehicles (including on County highways), trespassing on private property, and driving the wrong way on Frazier Mountain Park Road.  Most importantly, it was clear that fire trucks and ambulances would not be able to travel quickly to accident or emergency locations.

I contacted Supervisor Couch's office to discuss solutions and was pleased to hear that there was a very common sense idea being reviewed already.

Action happened fast.  This Tuesday, January 10th, the Board of Supervisors are set to review and vote on a resolution allowing the County Road Commissioner to work with the California Highway Patrol.  This includes delegation of the ability to restrict travel or close local County highways in the event of snow, when the conditions are unsafe.  It is not a new law or rule, simply a delegation of authority that already exists per the Streets and Highways Code 942.5 and 942.6.

I don't anticipate that this is a final 'one and done' solution, but it should be a big help to a frustrating situation.  Since the CHP has primary traffic enforcement responsibility for the County highways, this resolution is logical.

The Chamber would like to thank Supervisor David Couch and his staff for taking such quick action on a very serious public safety issue.  Thank yous are also due to County Counsel and California Highway Patrol for their fast response, and also to all the residents who contacted Supervisor Couch to give a voice to the safety of our residents and visitors.  I will report back on the results of the vote on Tuesday.
